You can try YoYo's game maker,even though i'm not sure if it makes flash games.
(I haven't tried it just to say)

unfortunatly, the only free flash program out there that i know of is liveswif. which by the way is a disgrace to flash making programs, it sucks balls.

The only option you have is to download the 30 day trial or pay a crap load of money for it ($600-$1000)

there is no free flash program, at least not a good one (liveswif is horrible and still gives me nightmares)
