They did it (along with Iraq) right next to the 9/11 bombings, so yes it was, and they did it to get Osama Bin Laden, who did the attacks.

Even if they did not plan them (obviously they probably did not fly them xD), they definitely took advantage of the situation to make America more paranoid than usual. So yeah, that's pretty paranoid!
