I was editing a post a bit ago, and I noticed a little scale.
Clicking on it, I realized it was for the Rep System. How does this "Rep System" work?

I'm no expert, but I believe the more rep a user has, the more power they have when giving rep. This is for choosing dependable leaders for groups, picking out whos scores to trust, and seeing who's over all more reputable than others.
It's not used enough.

Each time you get repped, would you get one rep point?
It'd be REALLY cool if you had an option to make the little circles spin faster or slower. What if the middle circle also spinned? But not orbiting like the orbiting circles, like a coin spinning vertically.

what if the more rep you had the more rep you can give every time you give rep...
say every 15 rep points you have you give one extra point

It's already like that. I don't know the official numbers though. Once I do I'll show how much rep each user gives on their flash userpage.
