Whoops! I meant to go with rep+posts. It may sometimes lead to spamming, which is often entertaining anyway, but it encourages frequent posting which keeps the site lively. I like it the way it is.

Right now, rep needs to be switched to where only "Forum Staff" and actions can give rep. Then after a month or so, switch it back and see if the members can control their rep abilities again.
