at the top of every post on the right side is a balance, find the person you wanna give rep to and click it, then it will take you to another screen, pick approve or disapprove, (add or minus) then how much, you get more rep-power the longer you stay active and more rep you have, you can also say a message....

to view the recent rep you got click the "user CP" button at the top left of everypage...scroll down and it will show you your 5 latest rep you got, and their messages
